I think you have a modern fashion button. Usually the ones with the steal back are not military but fashion.

Similar to a federal navy design but most likely modern I have jars full of these

Im afraid its another steel back fashion button. The US Navy didnt make steel backs only one exception the kepi hat button and its not it.

Actually a friend dug these and has no access to a computer, I have no idea where he found them. Thank you for all the great info.
