Help identifying please?

When I first found this piece in a wash out ravine I thought it was a piece of horse strapping maybe 1800's- when I got to better light it's hand made with early puncture tool- possibly quill work? I was in an area where it could be either- I'd like to return to the Seneca Nation if it's Haundenosaunee. Can't tell what animal was used, weather elements took their toll!

Laura, with an item like that I'm afraid it's going to be an "anyone's guess" for an ID. It's cool, but I haven't a clue. :occasion14:
