Help identifying metal frame

I know this isn't really the usual but I've researched endlessly and can't find anything like this. It's a metal frame, seems to be all hand made and has agate on it. The back piece had a tiny metal tag that says "norma" I believe. It measures 12x11. I think the frame is very neat but I can't deal with not knowing anything about it. Any help would be great. :-)

The tag could read NOMA instead of Norma. Back in the late 70s-early 80s we use to buy/sell NOMA Christmas ornaments. From what I can remember, I think they sold picture frames too.

Definitely says Norma. The pics didn't post so I'm going to retry.

After seeing the pics, it is definitely not a NOMA product.

It has a French look to me, and NORME means 'standard' in French. Perhaps the NORME or NORMA is the brand of hinge and has nothing to do with the name brand of the frame. It looks like a souvenir that could have been brought back from one of the Grand Tours of Europe.

That's what I was thinking as well in regards to it being the name of the hinge. I love the frame but I hate not knowing anything about it.

Judging by the wooden back, I'm thinking maybe 1880's. It was popular for the wealthy to take their children to Europe for a tour. Picture frames were one of the most popular souvenirs, especially the Micro Mosaics. You might want to do some research on Victorian European tours to see if you can find a similar frame.
