All I can call it is a conglomerate. The cement is likely whats refered to as calcrete generically. Calcrete is a carbonate material similar to limestone that forms a natural concrete.

It could be conglomerate, if it were not the lime-like mortar IMHO. Could be just that: lime-mortar. Cement is a quite new thing.
Otherwise calcrete.
