Help identify weird copper object?

Hunted in the are in front of my church the other day and this was bouncing back and forth between dime and quarter. Ended up being about 8-10 inches down. There used to be an old railroad depot at this spot, late 1800's to 1960. I am really confused what this is. It's all copper, kind of thin but not flimsy. has a stud/screw thing in the center, and the "blades" move somewhat freely. The other piece was barely attached and broke off as I was pulling it out. It's interesting, wish I knew what it is. If it's junk, can I scrap it for cash? Lol

Could be a strapping device to secure the old copper rain gutters
