Help identify iron relic.

Our group was on a hunt this past Saturday for artifacts and relics at an 1840 homesite for the owners because the land is getting ready to be developed and history destroyed. This item was found near some found horseshoes, one of which would be dated in the 1860's to 70's according to Crouch. We could not identify this item thru our archives. Some thought it was a stirrup of some sort, but the hole in one end suggested to me that it pivoted on something. It is quite worn around the hole and thin. Hope someone can help.

my first thought when i seen it was a pipe support hanger kind of like these pipe support.jpeg

but after reading your post i thought maybe stirrup, but all the ones i researched so far do not have a hole they instead have a slot and its not located in the same spot , same as you pointed out already .
