Help ID russian/asian coins

Picked up a little baggie of foreign coins at one of my local thrift stores, need help with years and location if you can, the quarter is for size reference. Oldest coins in the bag were a 1968 Bahama Islands dime and '68 South Vietnam 20 Dong coin. Any help would be appreciated, thanks in advance. 100_9481.JPG100_9479.JPG

Coins with a lion and a sword usually means Iran. Coins with a lion and a flag usually means Ethiopia. These coins are made of copper.
1 CENT: 17 mm diameter, plain edge
25 CENTS: 23 mm diameter, scalloped edge

Reverse: "BOO CIOWAN" (Board of Revenue mint in Bejing). The Manchu mint name translates to Pao-Ch'uan, or "The Fountain head of the Currency".
