You forgot to mention how big it is, and what the back looks like, additionally your photo seems to have chopped off the business end of the thing. That being said, I believe it is a suspenders buckle, a button would pass through the button hole on the bottom to securely hold your suspenders to your pants. Something along those lines. My wag on time frame is 1900-1930's.
