Help ID Cone Shaped Thingy

I have no Idea what this thing is. Cone shaped on one end and opens up with two wings. Looks like maybe fasteners on the end of each wing... Measures 2" long and the cone end is 1" wide. Appears to be made out of some kind of copper alloy. Any help is appreciated!

It is VERY stoutly made.

I want to say that it is a ferry-pole end. (particularly if it was found near water)

But I don't think it is big enough.

Also could be attached to saddle.Actually the stirrup on the saddle.Although all examples I saw were leather g-leather-flag-carrier-900-305.webppouch style.
