Help... I cant believe I cant figure this out!? Keyboard Arrow Scroll (FIXED)

Help... I can't believe I can't figure this out!? Keyboard Arrow Scroll (FIXED)

Ok, first off... I'm not computer illiterate, even in the slightest sense.
But I am losing my mind trying to figure out what the heck happened with my mouse.
Basically, when I'm on any normal web page... or even in Windows... and I click on something to put the attention on it so that I can scroll with my arrow keys (which I sometimes do from time to time), it won't stinkin' let me!!!!
Instead of putting attention on the window I'm on and my arrow cursor staying an arrow, it turns into the text editing "I" and puts a flashing cursor wherever I click. It's never did this until just recently... but in all the years I've spent playing on computers, I've yet to have this issue before?! After I click on a page or whatever, and the flashing edit cursor is there doing its thing... when I hit the up & down arrow keys on my keyboard, the edit cursor goes up and down instead of allowing me to scroll. It's basically the same thing that would happen in Word or another text editing program. Or even in this message box that I'm writing this post in, if that will allow you to understand better what I'm talking about.

Please... for the love of EVERYTHING good & holy, HELP ME!!!!!
Not being able to figure out what is probably something simple is driving me nuts!!!!
I can still scroll with my touch pad, but still... it's not doing what it always has.

Ok, after searching for hours... using all kinds of keyword variations in my search engine, I FINALLY came across the fix.
It was located in Firefox... Tools -> Options -> Advanced -> Accessibility
How this option got chosen, I have NO clue!
I'd delete this thread so I don't look like a newb... but I figured I'd leave it here just in case someone else has this issue.
