Found this in the water today it heavy like 4 or 5 pounds looks like a bar of some sort

Because you found it "in the water," I think it is a home-made fishing net weight. Based on its size in the photo of you holding it in your fingers, I think you are greatly overestimating its weight. If it really weighed 5 to 6 pounds, it could be a home-made anchor for a small boat, such as a canoe or a little fishing skiff.

The flat areas around the holes and the impressions near the edge tell me it was screwed or bolted on to something once-upon-a-time. Hard to say what. Over the last couple of centuries people used lead for all kinds of homemade repairs and rigs.
