heartland treasurequest application for renewal

that company has found a wreck of the 1715 fleet its rumored...they never had a recovery permit,theres a joint venture with seafare exploration from the past,last year they announced one,but no recovery permit has been applied for,when one is applied for how long does it take to show up in the state filings that we can look up? trying to get to the bottom of it all...if they never had a recovery permit...then this is just a renual for their current exploration permit...correct?
