Fresh out of the dirt. This tag is made of really soft metal, maybe lead. I know it is kind of generic, but was hoping someone might recognize the style. It definitely appears to be machine made, and is as thick as a US nickel.
The only other thing I found at this spot was a mangled kerosene lamp. Thank you for your opinion.

I'm not sure for what the tag was intended, but the tongue is made to wrap back through the open slit. Interesting find, Breezie

Old Railroad security seal? Was it found near a railway?

I was going to say an identification tie for a wire or pipe but because the metal is so thick, bird band sounds like a better guess. Here are the modern types.
