I dug something similar to this a-while back and found it belonged to a vintage weed-whacker.. I don't think it is civil war related, perhaps off a old weed whacker or something in that nature?

Oh I definitely see some writing on it!! It looks like one of the areas it says 15 grams. There are a few other areas with writing too!

Oops. I was wrong. There is writing. Says what I can make out... Und. Lad. Insp. also looks like a marker with a 3 a?

Well then its def a frame to some kind of electrical equipment my guess personally it looks like the outside frame to a old movie reel

It kind of looks like a cover to a pull starter (rope) lawn mower.

A relative size would be nice. It looks to me like an air adjustment valve off a gas oven , similar to the ones on the underside of a gas Bar-B-Q
