Looks like an axle to a cart or wagon

not to a cart or wagon...some type of machinery...notice the lever? that will not be good to have twirling about as the cart goes down the road...i'd say a pivot for a door or flap on a harvester or something like that...

Im thinking since it was found at the mill site it might of been the handle to one of the water way gates or something like that

It could be for the gate, There is a pivot on both ends, and the width looks looks about the same as a gate would be. The lever on the end would have another rod that would be like a remote so the miller could fine tune the speed of the mill. I have a friend that still runs a grist mill. Tony
