It looks like pewter but may be a reproduction made to look like pewter. Did you try the magnet at the tine end of the fork? Some pewter forks and spoons had an iron rod through the handle for strength. Try the magnet on the tine end and if it doesn't stick there it is probably pewter. I do think it's a repro of an old fork. I could be wrong about that though.

i've seen one like this. and it was clearly not silver. it was plated, not even in silver, or made from a metal like pewter.
what's with the 900?

Thanks for attaching a screen shot of the eBay ad. Many times the ad has expired when I click the provided link in many of these posts.
I hope more folks start doing that!! :icon_thumright:

Ok, but you also asked for help id,ing the mark, witch I took to mean who made it .
I was just hoping for a little more info because there is several items I have found online with WB/W mark.
Several WW1 mess kits 1917, forks same and different pattern as yours and an ice cream scoop but no one seems to know the maker is. Not all are marked 900 and not all made from same metal. Some made in U.S.A some made in Canada.
Also the 900 should mean coin silver I think witch yours is not if a magnet sticks to it, probably not even silver plate because silver plate is usually over copper or brass also non ferrous metals.
So all these thing just got me curious.
