I'm not sure it is a badge; it could be a cuff link or button.

Reminds me more of a Gaul, as in "Asterix the Gaul". Gauls were French, and as you're in Canada..... :dontknow:
Looks like a cap badge missing it's split pin fastener. Something to look into maybe?

Thanks for the ideas, this find came from a site that had lots of activities, I found my first cannon ball in the same site along with several 1850s military buttons??

Too small for a capbadge but a military shoulder or lapel badge would fit, as I agree with the split pin assumption.

As mentioned Vercingetorix would make a good figure head for a fighting force, just can't find a match, so might be civvy :dontknow:

The few items I have seen that have that are figural with a button eyelet on a long shank were cloak clasps. You might want to do some research along those lines. Is there any sign of a hook or anything being braised or soldered onto it? Or perhaps another loop on the edge for another eyelet?
