Hard rubber handle whatzit

Can anyone help identify the item with the hard rubber handle? It was found in a 1920's railroad logging camp. It is stamped with the word "union" on each side....It reminds of a spark plug or possibly electrical related. the opposite end seems like a iron nail...picture is with a penny for size. Thank you
