Handmade hammer- bolt for a head

I dug this old hammer metal detecting at the old train depot and thought it was very unique. The handle is just a metal rod and it has a bolt welded onto it for a head. The hex head of the bolt is rounded from use and the threaded end is mushroomed from use. Any ideas on it's purpose, maybe railroad related? Hobo tool? Could be just a old spike hammer.
I think it is awfully small to be for driving in spikes. I believe the entire thing is smaller than the head of a spike hammer. All I have seen are similar to this:railworker.webp

I suspect it was someone's solution to avoid buying a large Allen wrench.

Could be someones welding hammer, for knocking off slag. Lots of welders make their own.

I think I needed to be more specific. The hex head of the bolt is rounded from striking on the face of it, not from turning fasteners like an Allen wrench would. thanks for replying!
