handle or something???

I know I posted one of these before but cannot remember if it was ID'd or not. Anyway this is the second of these I found within a football field length away from each other. It appears to be a handle for something but not sure so I figured I would post to the forum and let the experts and veterans take a look at it. There is a cut section on the ring that looks like something would have attached there but who knows what. The handle section curves slightly also.
