Hand Carved Instrument Attachment? Maybe? HELP Please!

Can someone please (attempt to) identify this item found in Indiana? It appears to have musical notes carved into the lower portion..I can’t tell if it’s bone or simply plastic...this was discovered along with items dating from the late 1800s...Thoughts? The hollowed interior portion seems to be circular as well.

Maybe something for size would help. A hot needle or pin poked into it would tell if it's plastic or not.

Just curious. You say it's hollow. Blow into it and see if it's a whistle.
