Item appears to be lead and seems to be hand fashioned into the current shape. Not sure if some of the marks are machine made or by hand. I've spent some time looking at carved bullets and can't find much similar. Seems to be overworked if someone wanted to make this into a fishing sinker; maybe half finished work as a ring or something else? Or just modern lead junk? Any help appreciated! perhaps curtain(small)or hem weight.also possible home fashioned bushing for equipment

Could be. Lead was also used for homemade seals, like for an oil pan drain plug. Tony

Also used on head bolts for two cylinder JD tractor. I'd say some type of seal
