thanks so much longcut punched in farrier hammer and found this out.its an old calvary horse saddle farrier hoof tool hammer and picket stake.it was carried on the saddle in a small leather case

The picket pin/hammer also served as a handle for a shovel/trenching tool, it was also used as a handle for axe/pick/ etc.

From what I gathered doing the research, it was an experimental tool, and if the military didn't eliminate the cavalry something similar maybe still be in use today.

I learned something, never seen anything like it, and I learned to shoe horses from the Army text book back in '59.
