First,what is it ???
 

I assume it to be a fiddleback spoon (or fork). The only one of the marks I can reliably see is a star (*) in a cartouche. I would be sure that these are not hallmarks, but 'pseudo hallmarks' on base metal, which may or may not have been silver-plated. They could be American or British but of indeterminate date without having a better view of the full set of marks.

Thanks, all I dug was the handle so no idea if it was a spoon or fork. I knew that these were some sort of hallmark as clearly it's not silver, lol.

Agreed, can't be hallmarks are they are base metal, so makers mark is the correct term.
 

So far looks like one is a Fleur De Lily and another is a star.
