Hair Pick/Fish spear?

I bought this at an antique shop in bayfield Wisconsin (the very northern most peak of Wisconsin) It was displayed with several Eskimo items, but the owner had no idea what its orgins were. i thought it looked native so i bought it, this area is also home to Chippewa, Ojibwa indigenous people. it measures 9" long and 2" wide at the wide end, i have no idea what wood it is made of but it is definitely hard. the red and blue design on the narrow end remind me of a teepee type design. Any Ideas?

I would guess hair pick/comb. Native American Indians based the teepee design (would expect igloo for Eskimo).

For picture posting I use microsoft office picture manager (other software should work similar). Open the pic with software and then chose edit pic. First use crop function then edit again and chose resize. Save changes and pic ready for posting.
