Since the outside appears to have cement on it, maybe a pocket watch was dropped in a cement mixer shattering the face and filled in with cement resulting with the owner throwing it away..

The outside was just dirt just scraped it off to look for name

Gave it a shot. Does look like a watch because of shape and stem winder appearance.

it would appear that the stem never was functional.the concrete fill is intentional, just too neat and clean.

my guess is a paperweight..like this one.. 19863326_1_l.jpg

It is a pocket watch.... (broken) porcelain dial. if you look closely it has a screw off back... I have sold hundreds of antique pocket watches...Great find...

I'm going to see if I can get the back off

But it's filled solid with cement maybe someone could educate me on this

I second the pocket watch case theory. Has the cross arm for the bow and holed at the top for the stem This would not be on a compass.

Cheers
