Two things that reminds me off.....a ring that would screw in a fitting to hang a chandilier....or maybe a connector to tighten up a fence line.

Hard to figure with the threaded end and that rusty iron piece in the way to actually screw something on the threads. Maybe someone modified it to fit another use. Something I do a lot of.

I go with Two Dogs. Im surprised you missed this one Angelo. Even though it does look like a chandelier part, Globe is a large manufacturer of fire sprinklers. http://www.globesprinkler.com/index.html
I cant find that particular number but it appears someone made a homemade swivel out of a sprinkler head and a large nail, just like two dogs said. Notice the GLOBE logo in the rectangle. I say this ones SOLVED.

There is a Globe Electric selling electrical parts
they do have stock numbers 1650 thou 1659

Item number 1652 is a device for grounding

But i no picture so you may be right

I put the question mark because I thought this was solved. It never hurts to continue researching but unless Globe Electric uses the same logo of GLOBE in a rectangle, I would say this one is done. WTG TwoDogs. 8) My guess would be mid 20th century fire sprinkler. The model number may be no longer in use.
