Guess: Draught Horse Bridle Rosette?

This is about 1.75" across, maybe 10 oz., looks bronze on the front and unk. on the back.
The rusty mounting part on the back lost a bit of hook (upper portion) during cleaning.

Size is maybe a hair small, but the round shape, lead-filled back with iron hook, and brass shell all scream "rosette" to me.
