What he said.I think KG is on the right track. That may be phenocrysts instead of fossilized marine life in that material. Check out some of the images of "basalt porphyry with feldspar phenocrysts"...

Thank you. To your point, that is a small area at the bottom of a washed out outcropping of rock along the sea coast. The site is a mess with debris from modern times and some from ancient occupation.Love to see someone cross something off the list, I wouldn’t even be looking for artifacts in an area like that.
