I am not certain, but I think the 1/8 designates gold filled.

Heavy gold fill mark. Not a common mark but it does appear every now and then on older jewelry and watch cases. I see a 14 also so it also means that for every 8 grams of weight, 1 gram of that will be 14k gold.
