Gold metal usa eagle thing help!!!

Hey everyone,my 6 year old found this in a field/wooded area near our house, all I know us it is the great seal of the USA and it has a strange shield logo on the back at the bottom in middle,has a bolt/screw in the back and two small nails welded in the top back corners,back is very shiny compared to the dull front so has definitely been attached to something for some time but what!? Little boy thinks it's pirate treasure lol,what do you think it is??thanks in advance for any help Megan
