Going about purchasing a lease on a beach/water area...

Anyone know how to go about with this process? What authorities to contact to commence it etc... ?

Most of the beaches in Florida are public, and the State DHR does not lease the beaches. If you are talking about leases to hunt shipwrecks check the State of Florida web site "Department of Historic Resources". Also search the Shipwrecks section of TreasureNet, as many of the holders of Florida Shipwreck leases are active on this page.
