Glass ID help?

Anyone know what this is or who the maker might be? It was found in England. Feels too intricate on the top for a candle holder and the hole seems to shallow for a bud vase? Looks to be handblown judging by the pontil. Is quite heavy and solid, around 30cm tall. Thanks!
