Lower part of note is dated Berlin 1939. Left seal is embossed. Reverse is blank.
Note is as Scanned. Need more information on this one. Appreciate any help.

SOLVED: Correct spelling is Steurgutscheine like below member stated & I came up with the following:
I emailed this thread to a WWII Specialist friend and he replied with catalog info that I added below:


Harold Kroll Cat# 1111, Tax Payment Note Series 1 was a non-interest bearing certificate that could be used at face value for payment of all taxes and customs duties after it had been held for 7 months. The holders were also entitled to an additional allowance on their income & corporate taxes. TN members thanks for looking.

The spelling is supposed to Steuergutschein (to us the German "s" looks like it should be an "f") which means Tax Voucher.
