Yes, German is the language.
Jubilaum (above the handshake) means 'anniversary'; and that would go along with the 1847-1897 dates.
Don...
PS: And 'Orden' has the same English meaning as 'decoration', 'medal. or 'order'.
And 'Deutschen' means Germans (plural)
