For years there was a starter, generator, alternator shop in the town I grew up in. Now you exchange at Napa for ones that are reconditioned in Mexico. I exchanged once a starter and got one that didn't work. They were good about, but had to wait for one to be delivered to the store. There is still a demand for such a service as, I once used these guys when I was a buyer for a blasting contractor. Large heavy construction equipment still supports a need for local shops. https://a-1base.com/Back in the day people would fix things like alternators/generators instead of replacing them, this was a kit to do that, if you google you will even find instructions to install as it really isn't difficult. They still do in the antique car world.
The off shore core replacements has basically turned the rebuild shops into distributors for auto shops. Believe it or not we had a shop in town that still rebuilds them at leasta few years back, haven't been by them for a couple of years.
