GAR Badge related?

I found this while detecting a 1920-era home in the northwest suburbs of Chicago.

The ribbon-like "mesh" is 1" wide by 4-1/4" long and made from either brass or copper.
The gold ornate piece at the end still has traces of gold plating. . . Is this is GAR-related?
If not, any ideas on what this could be?

It looks like it could be part of a watch fob/chain .

first pic is from an 1895 Montgomery Ward Catalogue
second pic is from a 1927 Sears Catalogue
