Ramitt--a buddy just told me the same thing...found a few pics that are close. I believe it is too light for a singletree hook. Like the transom hooks...I remember there use to be those solid blinds that rolled up all the way to the top and they used a hook to pull them down also.

They had some fairly small ones for pony carts, etc.

I do believe it's a handle from a hood tie down like others have said. I think the one Goody guy is showing is from late 1920'-30's and some of the originals would be even more identical to yours.
