Friend found this, any ideas?

Found at a friends house. Not sure what it is. Any ideas? Some think it may be a candle snuffer. It is brass, approx 1 1/2 inches in height; approx. 1 inch in diameter.

Can't snuff a candle with slots for air in the side of it...

I agree it has the potential to be a sprinkler head, but I don't see any similarity to the pics you show and the 'Whatsit?'.
Looking at it practically, all the vents indicate the need for a flow of something , maybe air or water or even ice-cream

There are many types of these mine does not have the slots in that center part. Some newer ones have a glass bulb in center instead of the brass slotted piece. Here is one from ebay with slotted piece.
