More likely part of a candle holder or candelabra.

or............ a little bell that would hang over a stores door to let them know when someone entered.

It is the center out of a water sprinkler head. The kind in buildings for putting out fires. The heat melts solder ,the part you have falls out and releases the water.

I agree it has the potential to be a sprinkler head, but I don't see any similarity to the pics you show and the 'Whatsit?'.
Looking at it practically, all the vents indicate the need for a flow of something , maybe air or water or even ice-cream ;D

There are many types of these mine does not have the slots in that center part. Some newer ones have a glass bulb in center instead of the brass slotted piece. Here is one from ebay with slotted piece.
