Fraternal Pin??

I recently found this small pin in the effects of a relative for whom my wife was executor. Trying to figure out what organization it is from or what event it might signify.

Front has 13 stars in the green field at the top, and a crossed ax and mallet (I think) in the lower field. Letter "W" to the right of the ax and "C" to the left of the mallet.

Back shows the maker to be:

R H Noble &Co
Chicago

showed this to a friend, he said there specific pins for Modern Woodmen of America camps (lodge houses), he said this looks very similar to his except his has five stars across the top of the shield.

I don't think it's a woodsmen thing. They all have their ax thingys the other way with the heads down. And from what I can see, the one thing they share in common, all have 5 stars on their pin.


Kinda dainty for a woodsman. LOL
