Francis England?

Found this on a early 1800's farm in south Texas. It seems to be made of lead and it's not magnetic. It appears that one of the arms is broken off. It would have been on the other side. Any one have an idea on what this is? Thanks

It looks like a valve handle of some kind.

The metal is so soft that I can bend it with very little pressure. I don't think it would have worked as a valve handle.

Found that there is a company in England called Deakin & Francis that makes cuff links. May be a cuff link but have no idea on a date.

when i first saw this , my first thought is it looks like a load tag they use on cargo trailers to prove it has not been tampered with.
like a zip tie , its long and feeds thru the hole and you crimp it shut,,, i can not find any pictures and cant even begain to imagine why i think it looks like one...lol
