Can you clean up the writing any from the lower left along the rim in the first image to see if it says more than FRANCE?

Looks like a dustcap from something - perhaps an end cap from a French telescope?

Reminds me of an old over the barrel end bayonet attachment.

Reminds me of a mouthpiece cover, for an instrument such as the clarinet in this photo. As you can see, there is that opening on the side to allow it to fit around the ligature.

And this one, like many other instruments, is made in Paris, France, and would explain why that says "FRANCE." Sometimes it's good to be a band geek :P

I think you nailed it, here is a Ligature and cap made by Riffault from the 1960's and marked "France".
