Found today at a park near the ocean - Looks Colonial - Any ideas?

Found today at a park near the ocean - Looks Colonial - Any ideas?
It is 2 1/2 inches tall by 2 inches wide and is like a roll of quarters in weight. It has a large hole in the center with smaller holes around the edge that do not go all the way through.

Any help with ID would be greatly appreciated.
