Found this while cleaning my finds (I think I figured it out CW relic)

I was going thru my finds today and throwing away some trash. I found this weird shaped brass/Copper? piece that I had dug awhile back. Because of the uniform shape of it, i started removing the dirt and it appears to be in the shape of a child's dress. Can't imagine what it was used for especially with the 2 holes in the bottom.
Maybe a decorative or piece of a child's toy, not sure. It's flat and embossed
Any Ideas?

a riveted on spout part of a flask of some type maybe?

or a toys "dress" with riveted on movible "legs"

I was just browsing thru some cw relic sites and stumbled on this relic in picture. The name on the website is Helping Hand Hat Pin. Now thats all I know because I haven't been able to find it listed anywhere else as of yet.
Mine is missing the hand but I think this is what it is.
Any futhur help will be appreciated
