cobbler's rest for working on shoes. it's upside down in your pic. would have been on top of a post

Soak in vinegar for day,take out hit lightly with wire brush and rinse then soak and repeat a couple times and should clean up decent.

Only thing I could add is, I read somewhere that after soaking in vinegar, soak it again in water baking soda solution, the baking soda for drawing out the acid from the vinegar, which could corrode from within, at least for iron. Makes sense I guess, worth a shot.

I do 3 stage soakings. White vinegar for several days with occasional scrubbings, rinse, baking soda and water for a day to neutralize the vinegar, rinse, distilled water for a day to return the relic to a neutral ph. Bake dry then coat with a rust converter, then seal it.

Taz has got it. My dad was a shoe maker. I grew to hate shoes. The smaller lasts are harder to find.
My grandfather wasn't a shoe maker but had a set of these to make shoes or my dad and his siblings during the Depression. I inherited the set but I'm not sure if it's complete.
