Found this on the beach > it is metal

While on vacation I found this object on the beach. It is metal and sort of heavy. Measures 8 in. long.

Looks like a heavily corroded boat cleat.

I agree, it is either a boat cleat or a dock tie. Probably the boat cleat if you found it on the beach a boat probably tied up just off shore and it must have snapped off in the surf with the boat bouncing on rough waves.
