Here's my "guess" ...

I'm guessing the head doesn't swivel or rotate any? I'm saying it's some sort of a "stretching" or pulling tool for a strand of something, wire, caneing, something similar. Put the head against the work, one wrap of what is being stretched around the knob, and lever the tool to the side.

Now, when it's ID'd I'll see how wrong I was ;D

It's a can opener,, I have one like it, if I can find it ???
It should have a sharp pertruding peice on the other side, Got a pic of the back side???
Mine was from Austria, circa 1900-1920

yes, it does have sharp potruding piece and also has a gear shaped metal piece with jagged teeth

the top piece pivots, I can also see another small marking that looks like "GERMANY" ?

I also found one of these WWI bacon / meat ration cans

model of 1916

I wonder if WW1 soldiers ever carried one of those old can openers?

WWII meals on wheels came with a can opener. Don't know how far back that went.
