Found this lead looking item with an image of a ruler on it any ideas?

Some kind of lead token, I would say.

If it's lead it's not very old-if it had been in the ground for a long time it would have turned white due to oxidation.

Look around the edge of it and see if there are two small rusty spots near each other. That would be the remains of the wire if it is a bale seal.

I can tell its NOT a bale seal, token or wax seal.

Looks like someone was bored or the lead-alloy they melted landed on some small objects, like a gear etc..
