I like the bale seal theory

If it's lead it's not very old-if it had been in the ground for a long time it would have turned white due to oxidation.

Is it heavy? Kind of looks like the imprint is a gear.

Had to enlarge it my self, could not see it to well; however I still have no idea, but figured maybe folks would want a larger copy.

I also think it is a bale seal.

Look around the edge of it and see if there are two small rusty spots near each other. That would be the remains of the wire if it is a bale seal.

I can tell its NOT a bale seal, token or wax seal.

Looks like someone was bored or the lead-alloy they melted landed on some small objects, like a gear etc..

whatever it's purpose, you can see the image is pressed into the soft metal and at least two attempts were made to press it.
