Almost certainly military, but its original purpose is lost. You get (30) feet of 3/16" dia brownish rope with (32) 3-1/4" long papoose-shaped steel wire loops affixed every 10" along (24) feet of it.
 

I've never seen anything like that in my 23 year military career. :icon_scratch: I was thinking at first it might be the rope that is used for "spy rigging", but I was never around that kind of training so I don't know

We call it a longline. It was a bit difficult finding a relevant pic but here's a reasonable diagram of the set-up.

I used them on the rivers when i was a kid to catch catfish .You put your hooks on them bait and toss in the river,or ocean....

I'm going with a clothes hanging line. The Army doesn't issue pegs to hang your clothes up in the field after you've given them a bucket wash. The buttons on the trousers would hook in and lock on the metal fittings.
