Found this in local park

I know it's a chain but I have never seen it wrinkly like that, what kind of chain would it be called and what would it have been used for?

Scenario, guy buys new chandelier for dining room to make points with wife, chain 3 links too long so he shortens it, gives leftover links to son to play with, kid takes them to park and loses same, you come along and find them, works for me , waddya think ? OR, the Oddfellows were holding some sort of thing in said park and lost one of their talismans.
